Tony’s practice has been concentrated in the areas of environmental law and insurance coverage. He founded the firm’s Environmental Law Section, and currently manages this practice group. In addition to his environmental work, Tony has developed a broad-based insurance coverage practice, including both litigation and regulatory work regarding environmental, products liability, D&O liability and other risks.
For the past ten years, Tony has expanded his practice to include the representation of non-profit organizations in corporate governance, transactional, risk management, legislative and litigation matters. In particular, since 2002 Tony has served as general counsel for the Catholic Diocese of Wilmington.
Tony has also served as a court-appointed defense coordinator in complex insurance coverage cases, and as a member of the Delaware Superior Court’s Complex Rules Litigation Advisory Committee and Civil Division Advisory Committee.
Tony frequently has been on the faculty of seminars on environmental and insurance law, and on legislative and litigation matters relating to religious non-profit organizations.
Active in the community, Tony served in numerous governmental, religious and charitable organization positions. From 1983-88, he served as Counsel to the Governor of Delaware, serving successively under former Governors Pierre S. DuPont IV and Michael N. Castle. From 1992-2010, he served as counsel to then-Congressman Castle’s campaign committee. From 1988-2001, Tony was Chairman of the Delaware Harness Racing Commission. He also was a Director and member of the Executive Committee of the Delaware Contractors Association. Tony was a founding member of the St. Thomas More Society, and serves on its Executive Committee. He was a Director of the Lincoln Club of Delaware and served a term as its President. Tony was a member of the Pastoral Council of the Diocese of Wilmington for ten years, and served as Executive Officer from 1993-2000.
